Subject	Coolant temp wont rise above "C" on stock guage

Message	I would be led to believe this is an issue caused by a faulty water temperature sensor? The gauge starts below "C", and then slowly rises up to "C", but only goes a few mm away from it; definitely not even close to the normal halfway mark. The radiator and water lines seem to still be getting hot. Any advice before I make a purchase?
